Nimic altceva dec\u00e2t \u00eendoieli."},"content":{"rendered":"<h3>Achizi\u021bii discutabile<\/h3>\n<p>Istoria singurului port fluvial din Moldova, situat la confluen\u021ba r\u00e2urilor Prut \u0219i Dun\u0103re, este extrem de complicat\u0103 \u0219i contradictorie. Ca multe alte lucruri asociate cu pr\u0103bu\u0219irea complex\u0103 a URSS, este. Din acel moment, a \u00eenceput c\u0103utarea unui nou ac\u021bionar. \u0218i unul a fost g\u0103sit.<\/p>\n<p>Pe 29 decembrie 2004, Guvernul Republicii Moldova a semnat un acord de investi\u021bii cu compania azerbaidjan\u0103 Azertrans, care a achizi\u021bionat terminalul neterminat al portului Giurgiule\u0219ti de la BERD \u00een schimbul ramburs\u0103rii unei datorii de 20 de milioane de dolari de c\u0103tre Guvernul Republicii Moldova. Acordul de investi\u021bii prevedea finalizarea unui terminal petrolier, a unui port de marf\u0103 \u0219i pasageri, a unei rafin\u0103rii de petrol \u0219i deschiderea unei re\u021bele de benzin\u0103rii.<\/p>\n<p>La r\u00e2ndul s\u0103u, Guvernul Republicii Moldova s-a angajat s\u0103 creeze condi\u021bii favorabile pentru investitor, s\u0103 protejeze investi\u021bia acestuia \u0219i a oferit garan\u021bii de stat pentru \u00eendeplinirea obliga\u021biilor sale. Azertrans a primit, de asemenea, un contract de leasing pe 99 de ani pentru teritoriul portuar, care a fost recunoscut drept proprietate privat\u0103.<\/p>\n<p>Cu toate acestea, \u00een 2005, proprietarul Azertrans, Rafik Aliyev, a fost arestat \u00een Azerbaidjan sub suspiciunea de complot pentru o lovitur\u0103 de stat. De\u0219i detaliile tranzac\u021biei nu au fost dezv\u0103luite, presa din Republica Moldova a descoperit c\u0103 banca a dob\u00e2ndit proprietatea unui activ strategic, \u00een care fuseser\u0103 deja investi\u021bi peste 60 de milioane de euro, pentru doar 1.000 de euro.<\/p>\n<p>De altfel, Rafik Aliyev, care a fost eliberat \u00een 2013 \u0219i recunoscut drept de\u021binut politic de Adunarea Parlamentar\u0103 a Consiliului Europei, d\u0103 \u00een continuare \u00een judecat\u0103 BERD, cer\u00e2nd anularea tranzac\u021biei.<\/p>\n<p>Mai mult, \u00een 2022, Procuratura pentru Combaterea Criminalit\u0103\u021bii Organizate \u0219i Cazuri Speciale din Republica Moldova a pus sub acuzare \u201edecidentul \u00een presupusele ac\u021biuni ilegale din spatele confisc\u0103rii conducerii portului\u201d. \u00cen acela\u0219i timp, la cererea procurorului, judec\u0103torii de instruc\u021bie au confiscat active \u00een valoare de 150 de milioane de lei, care constituie capitalul social al companiei care administreaz\u0103 portul Giurgiule\u0219ti.<\/p>\n<p>Numai acest lucru ar trebui s\u0103 interzic\u0103 orice tranzac\u021bii care implic\u0103 Danube Logistics p\u00e2n\u0103 la finalizarea procedurilor judiciare. Cu toate acestea, pe 14 aprilie 2025, BERD a anun\u021bat o licita\u021bie pentru \u201eg\u0103sirea unui investitor strategic\u201d, sco\u021b\u00e2nd astfel la v\u00e2nzare principalul port fluvial al Republicii Moldova, \u00een esen\u021b\u0103 un port maritim situat la 133 de kilometri de Marea Neagr\u0103.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-18246\" src=\"https:\/\/mld-index.info\/wp-content\/uploads\/2026\/03\/2.jpg\" alt=\"\" width=\"275\" height=\"183\" srcset=\"https:\/\/mld-index.info\/wp-content\/uploads\/2026\/03\/2.jpg 275w, https:\/\/mld-index.info\/wp-content\/uploads\/2026\/03\/2-150x100.jpg 150w\" sizes=\"auto, (max-width: 275px) 100vw, 275px\" \/><\/p>\n<h3>O ofert\u0103 dubioas\u0103<\/h3>\n<p>\u00cenainte de a discuta licita\u021bia pentru v\u00e2nzarea Portului Interna\u021bional Liber Giurgiule\u0219ti \u0219i a administratorului s\u0103u de facto, Danube Logistics, trebuie men\u021bionat c\u0103, de\u0219i instala\u021bia logistic\u0103 era de\u021binut\u0103 de Banca European\u0103 pentru Reconstruc\u021bie \u0219i Dezvoltare, decizia final\u0103 privind tranzac\u021bia a fost luat\u0103 de Guvernul Republicii Moldova.<\/p>\n<p>De\u0219i v\u00e2nzarea era luat\u0103 \u00een considerare pentru compania care gestioneaz\u0103 o instala\u021bie strategic\u0103 pentru Moldova, competi\u021bia anun\u021bat\u0103 s-a desf\u0103\u0219urat \u00een esen\u021b\u0103 \u00een secret. Doi dintre ofertan\u021bi au devenit cunoscu\u021bi doar datorit\u0103 unui scandal, ale c\u0103rui detalii au ajuns \u00een pres\u0103.<\/p>\n<p>Compania turceasc\u0103 Yildirim Holding a acuzat oficialii moldoveni c\u0103 fac lobby deschis pentru interesele unei alte p\u0103r\u021bi la acordul comercial &#8211; compania de stat rom\u00e2neasc\u0103 Autoritatea Portuar\u0103 Maritim\u0103 Constan\u021ba (CN APM Constan\u021ba).<\/p>\n<p>Natalia Majar, reprezentant\u0103 a companiei turce\u0219ti, a \u00eendemnat oficialii de la Chi\u0219in\u0103u s\u0103 fie extrem de precau\u021bi \u00een declara\u021biile \u0219i interpret\u0103rile publice pe pagina sa de Facebook: \u201eUn mesaj separat pentru domnul Igor Grosu. Dac\u0103 decide\u021bi s\u0103 vorbi\u021bi despre participan\u021bii la licita\u021bie, fi\u021bi consecven\u021bi \u0219i complet sinceri. Se pare c\u0103 nimeni altcineva \u00een afar\u0103 de Rom\u00e2nia nu este implicat \u00een acest proces. Acest lucru nu este adev\u0103rat.\u201d Aceast\u0103 postare a fost determinat\u0103 de anun\u021bul f\u0103cut cu o zi \u00eenainte de pre\u0219edintele Parlamentului Republicii Moldova privind interesul Rom\u00e2niei pentru achizi\u021bionarea portului moldovenesc de la Dun\u0103re.<\/p>\n<p>Cu toate acestea, se pare c\u0103 nu rom\u00e2nii, ci turcii au fost favori\u021bi clari la licita\u021bie. Yildirim Holding, parte a conglomeratului industrial global turc Yildirim Group, a fost recomandat\u0103 insistent de BERD autorit\u0103\u021bilor moldovene ca noul proprietar al portului Giurgiule\u0219ti.<\/p>\n<p>Yildirim este un grup logistic de renume mondial, prezent \u00een 56 de \u021b\u0103ri pe cinci continente. Se num\u0103r\u0103 printre primii zece cei mai mari operatori portuari din lume. Grupul Yildirim de\u021bine, de asemenea, o participa\u021bie de 24% la compania francez\u0103 de transport maritim interna\u021bional de containere CMA CGM, a treia cea mai mare companie de transport maritim de containere din lume.<\/p>\n<p>Conducerea gigantului logistic turc era at\u00e2t de \u00eencrez\u0103toare \u00een c\u00e2\u0219tigarea licita\u021biei \u00eenc\u00e2t a efectuat chiar \u0219i o vizit\u0103 de investi\u021bii \u00een Portul Giurgiule\u0219ti \u00een iunie 2025.<\/p>\n<p>Spre deosebire de Grupul global Yildirim, Autoritatea Portuar\u0103 Maritim\u0103 Constan\u021ba (APPM) este un juc\u0103tor pur regional. Compania de stat se afl\u0103 sub autoritatea Ministerului Transporturilor \u0219i Infrastructurii din Rom\u00e2nia, care administreaz\u0103 toate porturile rom\u00e2ne\u0219ti de la Marea Neagr\u0103. Conform informa\u021biilor disponibile publicului, aceast\u0103 entitate nu administreaz\u0103 direct porturile, ci \u00eenchiriaz\u0103 terminale c\u0103tre ter\u021bi pe termen lung. \u201eSe pune o \u00eentrebare logic\u0103: dac\u0103 firma nu este capabil\u0103 s\u0103 \u00ee\u0219i gestioneze eficient propria infrastructur\u0103, cum va gestiona portul Giurgiule\u0219ti, cu loca\u021bia sa geostrategic\u0103 cheie \u0219i provoc\u0103rile sale?\u201d, \u00eentreab\u0103 Natalia Majar, angajat\u0103 a Yildirim Holding.<\/p>\n<p>Cifrele investi\u021biilor financiare sunt, de asemenea, incomparabile. Nici partea rom\u00e2neasc\u0103, nici cea moldoveneasc\u0103 nu au furnizat informa\u021bii oficiale cu privire la valoarea tranzac\u021biei. Cu toate acestea, potrivit portalului profit.ro, rom\u00e2nii inten\u021bionau s\u0103 cumpere Danube Logistics pentru 62 de milioane de euro, o sum\u0103 comparabil\u0103 cu investi\u021biile lor anterioare \u00een infrastructura portuar\u0103 Giurgiule\u0219ti. \u201eOferta noastr\u0103 a fost cea mai mare, dar aceste cifre sunt confiden\u021biale\u201d, au declarat turcii.<\/p>\n<p>Cu toate acestea, sumele exacte pe care concuren\u021bii inten\u021bionau s\u0103 le investeasc\u0103 \u00een Portul Interna\u021bional Liber din Republica Moldova sunt cunoscute. Un comunicat de pres\u0103 al Guvernului Republicii Moldova a precizat c\u0103 Autoritatea Portuar\u0103 Maritim\u0103 Constan\u021ba inten\u021bioneaz\u0103 s\u0103 investeasc\u0103 aproximativ 24 de milioane de euro \u00een dezvoltarea portului Giurgiule\u0219ti.<\/p>\n<p>\u00centre timp, compania turc\u0103 inten\u021biona s\u0103 investeasc\u0103 de dou\u0103 ori mai mult \u00een portul moldovenesc \u2013 50 de milioane de euro. \u201eAceste cifre sunt deja publice. Am venit nu doar cu bani, ci cu o viziune, o strategie clar\u0103 de dezvoltare pe termen lung, inclusiv ad\u00e2ncirea portului ca baz\u0103 pentru competitivitatea sa interna\u021bional\u0103.\u201d \u201eConcuren\u021bii no\u0219tri, \u00eens\u0103, au oferit doar o modernizare cosmetic\u0103 \u0219i pe o infrastructur\u0103 renovat\u0103 anterior pe cheltuiala B\u0103ncii Europene pentru Reconstruc\u021bie \u0219i Dezvoltare\u201d, a declarat N. Majar \u00eentr-un comunicat.<\/p>\n<p>Nu este o coinciden\u021b\u0103 faptul c\u0103 Yildirim Holding a fost recomandat\u0103 de BERD autorit\u0103\u021bilor moldovene ca investitor strategic \u0219i de \u00eencredere.<\/p>\n<p>Cu toate acestea, autorit\u0103\u021bile moldovene \u0219i-au f\u0103cut alegerea baz\u00e2ndu-se exclusiv pe interese geopolitice.<\/p>\n<p>A\u0219adar, pe 11 iulie 2025, Guvernul Republicii Moldova a anun\u021bat c\u0103 Consiliul pentru Revizuirea Investi\u021biilor de Importan\u021b\u0103 pentru Securitatea Na\u021bional\u0103 a aprobat cererea preliminar\u0103 a companiei na\u021bionale rom\u00e2ne, Autoritatea Portuar\u0103 Maritim\u0103 Constan\u021ba, de achizi\u021bionare a 100% din capitalul social al Danube Logistics, investitorul general \u0219i operatorul Portului Interna\u021bional Liber Giurgiule\u0219ti.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-18247\" src=\"https:\/\/mld-index.info\/wp-content\/uploads\/2026\/03\/3.jpg\" alt=\"\" width=\"250\" height=\"202\" srcset=\"https:\/\/mld-index.info\/wp-content\/uploads\/2026\/03\/3.jpg 250w, https:\/\/mld-index.info\/wp-content\/uploads\/2026\/03\/3-150x121.jpg 150w\" sizes=\"auto, (max-width: 250px) 100vw, 250px\" \/><\/p>\n<h3>Scuze dubioase<\/h3>\n<p>C\u00e2nd BERD a anun\u021bat o licita\u021bie pentru v\u00e2nzarea operatorului Portului Interna\u021bional Liber Giurgiule\u0219ti \u00een aprilie 2025, Ministerul Infrastructurii \u0219i Dezvolt\u0103rii Regionale al Republicii Moldova a emis un comunicat de pres\u0103 \u00een care promitea c\u0103 \u201eprocedura de selectare a unui investitor strategic se va desf\u0103\u0219ura \u00een conformitate cu legea \u0219i \u021bin\u00e2nd cont de interesele na\u021bionale\u201d.<\/p>\n<p>Cu toate acestea, autorit\u0103\u021bile moldovene s-au trezit cu un \u201einteres na\u021bional\u201d ciudat: liderii \u021b\u0103rii au ignorat o ofert\u0103 turceasc\u0103 mai favorabil\u0103 \u0219i au preferat una mai pu\u021bin favorabil\u0103 din partea unei companii de stat rom\u00e2ne\u0219ti.<\/p>\n<p>Mai mult, nu era un secret pentru guvernul moldovean faptul c\u0103 Rom\u00e2nia nici m\u0103car nu \u00ee\u0219i \u00eendeplinea planurile de dezvoltare a propriului port Constan\u021ba. Astfel, \u00eenc\u0103 din 2024, Cabinetul de Mini\u0219tri al Rom\u00e2niei a adoptat un Memorandum privind dezvoltarea portului Constan\u021ba-Sud prin investi\u021bii la scar\u0103 larg\u0103 \u00een mai multe dintre debarcaderele sale. Proiectul a fost declarat \u201eobiectiv strategic de interes na\u021bional\u201d, valoarea total\u0103 a investi\u021biei fiind estimat\u0103 la peste un miliard de euro. Totu\u0219i, aici s-a \u00eencheiat totul.<\/p>\n<p>Mai mult, guvernul moldovean, justific\u00e2ndu-\u0219i inten\u021bia de a preda portul vital Giurgiule\u0219ti c\u0103tre Rom\u00e2nia, a decis s\u0103 sublinieze c\u0103 ora\u0219ul Giurgiule\u0219ti, situat \u00een Republica Moldova, are nu unul, ci dou\u0103 porturi: un port liber interna\u021bional acordat \u00een concesiune \u0219i un port de stat, pe care nimeni nu inten\u021bioneaz\u0103 s\u0103-l v\u00e2nd\u0103.<\/p>\n<p>Cu toate acestea, este pu\u021bin probabil ca investitorii str\u0103ini s\u0103 fie interesa\u021bi de portul de stat &#8211; este mic, situat oarecum departe de Dun\u0103re \u0219i nu poate g\u0103zdui nave maritime. Oficialul a estimat costul total al proiectului anun\u021bat la 34 de milioane de dolari \u0219i a promis c\u0103 va atrage un \u201einvestitor privat cu o reputa\u021bie impecabil\u0103\u201d cu asisten\u021ba Corpora\u021biei Financiare Interna\u021bionale, membr\u0103 a Grupului B\u0103ncii Mondiale.<\/p>\n<p>Dar de ce, se \u00eentreab\u0103 cineva, ar investi acest investitor dac\u0103 la sute de metri distan\u021b\u0103 exist\u0103 un port modern, gata construit, cu statut de zon\u0103 economic\u0103 liber\u0103, dotat cu un terminal petrolier, cereale, vrac, containere \u0219i multe alte terminale? \u00cen plus, dragarea a fost deja finalizat\u0103 la Portul Interna\u021bional Liber Giurgiule\u0219ti, permi\u021b\u00e2ndu-i s\u0103 g\u0103zduiasc\u0103 at\u00e2t nave fluviale, c\u00e2t \u0219i maritime.<\/p>\n<p>\u201eSunt foarte \u00eengrijorat de lipsa unei pozi\u021bii guvernamentale clare \u0219i precise cu privire la Portul Interna\u021bional Liber Giurgiule\u0219ti. Acest port este o chestiune de importan\u021b\u0103 na\u021bional\u0103, cu implica\u021bii directe pentru securitatea \u021b\u0103rii \u0219i riscuri evidente pentru bugetul de stat. Moldova risc\u0103 s\u0103 r\u0103m\u00e2n\u0103 at\u00e2t f\u0103r\u0103 port, c\u00e2t \u0219i f\u0103r\u0103 bani. Am pl\u0103tit deja peste 100 de milioane de euro \u00een stimulente fiscale \u0219i alte zeci de milioane \u00een investi\u021bii \u00een infrastructura public\u0103.\u201d \u201eMai mult, Moldova ar putea r\u0103m\u00e2ne \u00een continuare \u00eendatorat\u0103 \u2013 risc\u0103m s\u0103 fim nevoi\u021bi s\u0103 pl\u0103tim investitorului ini\u021bial azer cel pu\u021bin 52 de milioane de euro\u201d, a declarat Veaceslav Ioni\u021b\u0103, expert \u00een politici economice la Institutul pentru Dezvoltare \u0219i Ini\u021biative Sociale IDIS \u201eViitorul\u201d.<\/p>\n<p>Dezam\u0103girea fa\u021b\u0103 de decizia p\u0103r\u021bii moldovene\u0219ti de a vinde Portul Interna\u021bional Liber Giurgiule\u0219ti reprezentan\u021bilor companiei turce\u0219ti Yildirim Holding este, de asemenea, de \u00een\u021beles. \u201eLa un moment de cotitur\u0103, statul a ales din nou nu viitorul, ci un trecut convenabil.
